On my blog you can find numerous tips for flawless powder application, and the post on this link will give you a detailed insight and professional tricks to achieve flawless canvas.
Texture of foundation is as important as the tool you are using.
My absolute favorite among tools is a BeautyBlender Sponge. This egg-shaped sponge is used damp, it increases in volume and becomes soft and absorbs less product. I use it for liquids and powders as well as creamy products. Creates a natural look, but stronger coverage can also be achieved. I like to use it on all skin types, and it is particularly well suited for dry skin that is prone flaking. Because the sponge is used with tapping motion, there is less chance that the sponge will move the remaining dry flakes on the face.
For moderate and lightweight coverage, you can use stippling brushes. This type of tool is used for applying liquid and creamy texture but also mineral make-up, and besides the powder it can also be used for creamy blushes and bronzes. Try M.A.C. 187 Duo Fiber Face Brush and Real Techniques Stippling brush.
For stronger coverage, try the brushes that have dense bristles like a ZOEVA 104 Buffer brush. This type of tool is most commonly used to apply foundation to the skin, then buff the edges out with circular motion. Using this type of brush requires thorough skin preparation, otherwise you can achieve high coverage with visible dry parts. Another brush with dense hair but a slanted cut is the Dior Fluid Foundation Brush.
Flat plush brushes are like paint brushes that apply paint. With this kind of brushes, you can achieve a very moderate and lightweight coverage. Light pressure, small amount of product and gentle moves downwards will smooth the surface and apply foundation in an airy layer. If you want more coverage, use a second thin layer of powder with the same technique. You should try out CHANEL foundation brush.
